National Shared Disaster Funding Plan Needed.

Sometimes we wonder why Educated Law makers are so dumb!
Our Presidents and our Congress has never considered  how to fund
repair the  rebuilding-recovery  of  National disasters.!

A seven level thinking approach must be used to fix these problems
Here are some examples that should be considered  in a National Shared Disaster Funding Plan. Never should money be borrowed by our Government to fund this program.We are all in or we are all out,we are all one or we are not.

True Example: Hurricane Sandy: "National Shared Disaster Funding Plan". The Federal Government and the 50 states come together as one on every disaster.

Each Disaster- Case by case:

The Federal Government provides the fund one month of  all money taken in from Federal Gas,Telephone Taxes,and other  which should be determined.

The 50 States provides the fund one month of all money taken in from State form State Gas Taxes,Telephone,TV,Water.Electric,  Energy,Automobile registration and sales, and other which should be determined. 

NEVER BORROW MONEY. BY DON CARTER
